Position Overview: OE Enterprises is an established non-profit organization that has been providing dedicated services to individuals with disabilities in North Carolina for the past 50 years. At OE Enterprises, the I/DD Program Director plays a vital role in our mission to support people with disabilities to thrive and find purpose in their journey. This role will ensure services provided meet the needs and desires of the individuals we serve. Compensation: 60-70K annually
Minimum Qualifications: A Bachelor's Degree preferably in a human service field and is a Qualified Professional (QP). The ideal candidate will have 5+ years of experience in the Intellectual/ Developmental Disability (I/DD) services field including at least 2 years of leading a department and managing a team of two or more direct reports. The successful candidate should also demonstrate a strong working knowledge of Home and Community Based Services (HCBS) and Vocational Rehabilitation Services (VR), the Americans with Disabilities Act (ADA), current Federal and State disability laws and regulations, and proficiency in Microsoft Office Suite. They should have excellent oral and written communication skills, be comfortable presenting in small and large groups, and communicate effectively in English. A valid driver's license is required, and the candidate must be able to travel to various sites as needed.
Duties and Responsibilities:
Program Management:

  • Provide overall direction and management of Meaningful Day Programs and support to the employment service division.
  • Ensure compliance with federal, state, and local regulations, policies, and procedures.
  • Lead strategies and implementation for programs across all lines of business at OE.
Service Delivery:
  • Oversee the day-to-day operation of three licensed Community Rehabilitation Facilities.
  • Assess, develop, and plan services based on needs, demands, and resources of the individuals and communities we serve
  • Supervise, direct, and manage the activities of OE’s Meaningful Day Program to meet the interest and goals of the individuals served.
Compliance and Evaluation:
  • Develop and maintain effective intra/interagency relationships.
  • Ensure compliance with program licensure, funding regulations, and evaluation standards.
  • Monitor medical records audit processes and develop compliance plans.
Staff Management:
  • Perform administrative duties related to supervising staff, including interviewing, instructing, appraising, and disciplining.
  • Provide disability-specific training, consultation, education, and technical assistance.
Administrative Duties:
  • Complete Quarterly Reports for Services Provided.
  • Manage authorization requests through designated online portals.
Community and Stakeholder Engagement:
  • Develop and maintain key state and federal relationships.
  • Coordinate and participate in departmental and state committees.
  • Ensure positive relationships and feedback loops with the community and other stakeholders.
Additional Job Functions:
  • Conduct and write Annual and Quarterly reviews of client status/progress.
  • Ensure quality of life for adults with disabilities.
  • Provide hands-on training to Direct Service Professionals (DSP).
  • Maintain minimum ICF/IDD federal standards for annual review & CARF Accreditation.
  • Implement procedures regarding client billing and oversee billing requirements.
  • Assist with on-call coverage as needed.
  • Maintain effective communication between management, staff, families, and program providers.
  • Chair the Clients Rights Committee.
  • Complete incident reports.
  • Perform CPR and crisis intervention using agency-trained protocol
Physical Requirements:
  • Able to work standing or sitting for extended periods.
  • Valid driver’s license for occasional travel to various sites.
